Or better yet, don't spend ANY money and (if this is for a wedding) just ask your guests to take pictures! Since photography isn't important enough to hire a professional, don't bother spending any money at all! That's better then insulting professionals by expecting them to give everything away and not let us earn a living!

Depends on what you want the photographer to do or the size of the shoot.
For example: I wouldnt touch a Wedding photographer that charges $250.
Another example: If you need an advertising photographer that specialize in taking pictures for advertising yourself or your business. Then $250 would buy you about 2 hours of onset shooting work.
For portraits I would stay local...for everthing else I would go national...or to AdReadyPhotography...that me...:)

Not sure what you are looking for the photographer to do, if it's senior pictures or a special event (other than wedding) you should have no problem, just google or yahoo search; if it's a wedding, I hope you have NO expectations, because you can't get even "semi-professional" services in that price range.

If you care for your wedding images, expect to spend around ten times more for a professional who will make sure you and your family & friends will enjoy beautiful images from one of the most important days in your life. We subscribe to everything the other studios/photographers answered earlier to your post. We understand that you are looking to save money in this bad economy, but our craft is not cheap at all and it requires a lot of talent and experience to get it done right. Good luck to you!

The photographers below ask good questions and provide good information.
I do know that I have invested a great deal of time and money learning the craft of photography in order to shoot the homes we list for rent for my property management business. I would shoot an average house for $250, but this is only because i have learned to do this fairly quickly and photography is not my main income stream.
Honestly though, goo photography is a combination of artistry and technical skill and there are very few circumstances in which $250 can afford good photography.

Just to piggy-back on what other photographers have answered, it depends on what you need photographed.... Quite honestly though, any professional would cringe at that dollar figure. Unfortunately, most people think photography is easy because everyone can point and shoot a camera but what they don't take into consideration is the fact that a profesisonal photographer is an artist and craftsman. They spend years learning the craft, how to control light, how to pose people, how to manage a business, and how to be everything to everyone. On top of that, they have a mortgage, a family, and all of the other costs associated with life.
In a nutshell, you're best bet is to eithe hire a professional for what they bring to the table or save the money and accept what someone from Craigslist can offer.

Hmm... I paid about $350 and they guy did ok pics but I had to coach him. He wasnt very creative. So, if you have been looking through mags and love the romantic shots, you should print pics or bring props yourself. I love the ones with the bride lying on a couch in the middle of no where. If you are really on a budget, ask your local community college photography class. Some of those kids are probably good, ask the professor. They would love the portfolio and you would get a good price. Also I know the 'real' photographers have all kinds of lighting and diffusers/reflectors. I just had to pray the light was enough with my guy.

My answer would actually be a question. What would you expect the quality of wedding photos to be for that kind of budget. Unless you just need someone with a camera to snap away at anything you just might be in for a great disappointment. A professional photographer for a wedding is a one time fee. I would try craigslist.org. There are beginners to expert... each trying to make a buck.
Try your local colleges, lots of photographers just wanting to build their portfolios and may not charge you even that much.
Right now Foshee Photography in Fresno, CA is giving away free shoots to build her portfolio.
